Bay County experienced a criminal takeover of the Bay County Property Appraisers Office in 2003 with the "purchase" of the vacated position of Bay County Property Appraiser position and "installation" of George R Barnett. The records of the BCPA were then converted into a "cesspool of corruption". The following scams are used to defraud Bay County of the badly needed revenue for the school system and essential services.
THEY TOOK OVER THIS IMPORTANT OFFICE TO EVADE TAXES ON THEIR PROPERTY!

1 The Agricultural Classification Scam or "AG" Scam
This is the SCAM in which you violate FS 193.461 and give Agricultural Classifications to Property Owners who do NOT qualify for it under FS 193.461 such as property in which the owner paid a "purchase price" more then Three times the "AG" value of the property "which is inconsistant with agricultural use" or you fail to inspect the property as required by law, to insure that an indicated effort has been made to care sufficiently and adequately for the land in accordance with accepted comercial agricultural practices, including, without limitation fertilizing, liming, tilling, mowing, reforesting and other accepted agricultural practices. Some properties are owned by campaign contributors.
It is the responsibility of the owner to establish and prove an agricultural operation and it is the responsibility of the Property Appraiser to inspect the property! There are MANY properties which have not been farmed or inspected for compliance at all!
QUESTION: If you own vacant land with trees, brush and weeds on it, does that make it a Commercial Farm?
ANSWER: Of COURSE NOT!
The net result of the "AG" classification is a less then $2.00 per acre Property Tax, which of course is helping to bankrupt Bay County!
This a farm classification which is NOT available to Developers or Land Speculators! So WHY are they getting it?
2 The Valuation SCAM
You have numerous properties in which the Valuation is so far off that a child could tell that the property value is TOTALLY wrong! Some of the properties may be campaign contributors, "good ole boys" ETC. This of course is helping to Bankrupt Bay County!
3 The "insider " SCAM
This is where you have "insiders" people who work in the Bay County Property Appraisers Office and "fix the value" of property for their friends, family, business partners,campaign contributors etc, so that they get a MUCH lower Property Tax bill! This of course is cheating every other decent, hardworking and honest Bay County property owner and again contributing to the "financial hardship" and budget cuts of essential services of Bay County!
Question: Who "takes the fall" on this scam?
Answer: Every other decent, hardworking, law abiding citizen and Property Tax Payer in Bay County, The School System, Law Enforcement and all other essential services.
HOW CAN BAY COUNTY FLORIDA POSSIBLY PAY IT'S BILLS WITH $2.00 PER ACRE?
